AUFRUF ZUR INTERNATIONALEN NOTFALLKAMPAGNE GEGEN OPERATION KAGAAR
Das International Committee to Support the People’s War in India (ICSPWI) ruft alle demokratischen, fortschrittlichen, antifaschistischen, antiimperialistischen und revolutionären Kräfte weltweit dazu auf, sich an der internationalen Notfallkampagne gegen Operation Kagaar zu beteiligen.

Was ist die Operation Kagaar?
Seit Januar 2024 führt der indische Staat unter dem Hindutva-faschistischen Regime von Narendra Modi die militärische Operation Kagaar, deren erklärtes Ziel die vollständige Zerschlagung der revolutionären Bewegung in Indien bis März 2026 ist. In Wirklichkeit handelt es sich um einen umfassenden Krieg gegen das Volk, der sich vor allem gegen die Adivasi-Bevölkerung, arme Bauern, revolutionäre Aktivist:innen, Journalist:innen, Studierende und politische Gefangene richtet. Ganze Regionen werden militärisch besetzt, Dörfer bombardiert und niedergebrannt, Zivilist:innen als menschliche Schutzschilde missbraucht, Gefangene gefoltert und in sogenannten „fake encounters“ aussergerichtlich hingerichtet.
Die Operation Kagaar ist Fortsetzung und Zuspitzung früherer konterrevolutionärer Militäroperationen wie Samadhan-Prahar und Green Hunt. Mit dem Einsatz von Armee, Paramilitärs und Luftwaffe versucht der indische Staat, die Kommunistische Partei Indiens (Maoist), die Volksbefreiungsguerilla (PLGA) und die von ihnen geführte neudemokratische Revolution zu vernichten. Besonders brutal traf diese konterrevolutionäre Offensive die revolutionäre Bewegung im Jahr 2025, als zahlreiche führende Kader, darunter der Generalsekretär der Partei, Genosse Basavaraj (Nambala Keshava Rao), sowie weitere bekannte Adivasi-Führer ermordet wurden. Gleichzeitig intensiviert der Staat den psychologischen Krieg, streut gezielt Gerüchte über angebliche Kapitulationen und versucht, die revolutionären Kräfte zu demoralisieren.
Standhaftigkeit und revolutionäre Kontinuität
Trotz dieser schweren Verluste hält die revolutionäre Bewegung in Indien an ihrem Weg fest. In mehreren öffentlichen Dokumenten hat die CPI (Maoist) klargestellt, dass es weder eine Abkehr vom bewaffneten Kampf noch eine Kapitulation vor dem Staat geben wird. Vielmehr analysiert die Partei offen ihre Fehler, zieht Lehren aus den Verlusten und organisiert sich unter den veränderten Bedingungen neu. Der langanhaltende Volkskrieg bleibt der einzige Weg, um Ausbeutung, nationale Unterdrückung, Kastensystem, Patriarchat und imperialistische Durchdringung zu überwinden.
Ein zentrales Element der Repression ist die massenhafte Inhaftierung. Unter Gesetzen wie dem Unlawful Activities Prevention Act werden in Indien tausende Menschen jahrelang ohne Prozess festgehalten. Journalist:innen werden wegen kritischer Berichterstattung kriminalisiert, Studierende wegen des Besitzes marxistischer Literatur verhaftet, Aktivist:innen gefoltert und isoliert. Indien präsentiert sich international als „grösste Demokratie der Welt“, ist jedoch in Wirklichkeit ein Volksgefängnis, in dem grundlegende demokratische Rechte systematisch ausser Kraft gesetzt sind.
Diese Entwicklung ist kein Zufall, sondern Ausdruck der zunehmenden Faschisierung des indischen Staates. Unter dem Hindutva-Regime werden religiöse Minderheiten verfolgt, nationale Unterdrückung verschärft und soziale Proteste mit militärischer Gewalt beantwortet. Gleichzeitig fungiert Indien als strategischer Pfeiler des US-Imperialismus in Südasien und als enger Verbündeter Israels. Die Unterdrückung im Inneren und die aggressive Rolle nach aussen sind zwei Seiten derselben Politik.
Internationale Bedeutung des Kampfes in Indien
Gerade deshalb ist der Kampf des indischen Volkes von internationaler Bedeutung. Die neudemokratische Revolution in Indien stellt eines der wichtigsten Fronten des weltweiten antiimperialistischen Kampfes dar. Ihre Niederlage oder ihr Sieg hätte direkte Auswirkungen auf das globale Kräfteverhältnis zwischen Imperialismus und proletarischer Weltrevolution. Solidarität mit dem Volkskrieg in Indien bedeutet daher auch Solidarität mit allen unterdrückten Völkern und politischen Gefangenen weltweit.
Vor diesem Hintergrund ruft das ICSPWI zur internationalen Notfallkampagne gegen Operation Kagaar auf. Ziel dieser Kampagne ist es, die Verbrechen des indischen Staates international sichtbar zu machen, politischen Druck aufzubauen, die Freilassung aller politischen Gefangenen zu fordern und die revolutionären Kräfte in Indien praktisch zu unterstützen. In zahlreichen Ländern auf mehreren Kontinenten haben bereits Aktionen, Kundgebungen, Veranstaltungen und Veröffentlichungen stattgefunden. Diese Mobilisierung muss ausgeweitet, vertieft und koordiniert werden.
Aufruf zur Beteiligung
Wir rufen alle solidarischen Einzelpersonen und Strukturen dazu auf, sich am **Aktionsmonat gegen die Operation Kagaar im März 2026** zu beteiligen. Am 28. März 2026 findet in Zürich in Solidarität mit der revolutionären Bewegung in Indien eine internationale Demonstration statt.
Heute, mehr denn je, gilt es, klar Stellung zu beziehen. Die Operation Kagaar muss gestoppt werden. Die Massaker an der Adivasi-Bevölkerung müssen beendet werden. Alle politischen Gefangenen in Indien müssen sofort freigelassen werden. Die imperialistische Unterstützung für das indische Regime muss beendet werden.
Der Kampf der indischen Revolutionär:innen ist unser Kampf. Ihre Standhaftigkeit ist ein Aufruf an uns alle, die internationale Solidarität zu stärken und den gemeinsamen Kampf gegen Imperialismus, Faschismus und Unterdrückung voranzutreiben.

CALL FOR AN INTERNATIONAL EMERGENCY CAMPAIGN AGAINST OPERATION KAGAAR
The International Committee to Support the People’s War in India (ICSPWI) calls on all democratic, progressive, anti-fascist, anti-imperialist and revolutionary forces worldwide to join the International Emergency Campaign against Operation Kagaar.
What is Operation Kagaar?
Since January 2024, the Indian state under Narendra Modi’s Hindutva fascist regime has been conducting Operation Kagaar, a military operation whose stated goal is the complete destruction of the revolutionary movement in India by March 2026. In reality, this is a comprehensive war against the people, directed primarily against the Adivasi population, poor farmers, revolutionary activists, journalists, students and political prisoners. Entire regions are being occupied by the military, villages bombed and burned down, civilians abused as human shields, prisoners tortured and extrajudicially executed in so-called ‘fake encounters’.
Operation Kagaar is a continuation and escalation of earlier counter-revolutionary military operations such as Samadhan-Prahar and Green Hunt. With the deployment of the army, paramilitaries and air force, the Indian state is attempting to destroy the Communist Party of India (Maoist), the People’s Liberation Guerrilla Army (PLGA) and the New Democratic Revolution they are leading. This counter-revolutionary offensive hit the revolutionary movement particularly hard in 2025, when numerous leading cadres, including the party’s general secretary, Comrade Basavaraj (Nambala Keshava Rao), and other well-known Adivasi leaders, were assassinated. At the same time, the state is intensifying its psychological warfare, deliberately spreading rumours about alleged surrenders and attempting to demoralise the revolutionary forces.
Steadfastness and revolutionary continuity
Despite these heavy losses, the revolutionary movement in India remains steadfast on its path. In several public documents, the CPI (Maoist) has made it clear that there will be no abandonment of armed struggle and no surrender to the state. Rather, the party openly analyses its mistakes, learns lessons from its losses and reorganises itself under the changed conditions. The protracted people’s war remains the only way to overcome exploitation, national oppression, the caste system, patriarchy and imperialist penetration.
A central element of repression is mass imprisonment. Under laws such as the Unlawful Activities Prevention Act, thousands of people in India are detained for years without trial. Journalists are criminalised for critical reporting, students are arrested for possessing marxist literature, and activists are tortured and isolated. India presents itself internationally as ‘the world’s largest democracy,’ but in reality it is a prison for its people, where fundamental democratic rights are systematically suspended.
This development is no coincidence, but rather an expression of the increasing fascistisation of the Indian state. Under the Hindutva regime, religious minorities are persecuted, national oppression is intensified, and social protests are met with military force. At the same time, India acts as a strategic pillar of US imperialism in South Asia and as a close ally of Israel. Internal oppression and an aggressive external role are two sides of the same policy.
International significance of the struggle in India
This is precisely why the struggle of the Indian people is of international significance. The New Democratic Revolution in India represents one of the most important fronts in the global anti-imperialist struggle. Its defeat or victory would have a direct impact on the global balance of power between imperialism and the proletarian world revolution. Solidarity with the people’s war in India therefore also means solidarity with all oppressed peoples and political prisoners worldwide.
Against this background, the ICSPWI calls for an International Emergency Campaign Against Operation Kagaar. The aim of this campaign is to expose the crimes of the Indian state internationally, build political pressure, demand the release of all political prisoners and provide practical support to the revolutionary forces in India. Actions, rallies, events and publications have already taken place in numerous countries on several continents. This mobilisation must be expanded, deepened and coordinated.
Call for participation
We call on all individuals and organisations in solidarity to participate in the month of action against Operation Kagaar in March 2026. On 28 March 2026, an international demonstration will take place in Zurich in solidarity with the revolutionary movement in India.
Today, more than ever, it is important to take a clear stand. Operation Kagaar must be stopped. The massacres of the Adivasi population must be stopped. All political prisoners in India must be released immediately. Imperialist support for the Indian regime must end.
The struggle of the Indian revolutionaries is our struggle. Their steadfastness is a call to all of us to strengthen international solidarity and advance the common struggle against imperialism, fascism and oppression.
